Siobhan Cavanaugh

Siobhan Cavanaugh is public policy and advocacy executive. She serves on the Board of Governors of Off-the-Record-a program of the Foreign Policy Association since 2023 . She was previously a Board Director of Allergy, Asthma Network, a Washington-based advocacy organization (2020-2023). She was an active member and chair of the consumer advisory board of Closing the Gap, a health services organization based in Canada (2016-2023). Siobhan received an International Board Director Certification (IBDC) in 2021.

Siobhan started her career in healthcare as an analyst in the health practice of Price Waterhouse, Canada. She then held a number of roles in Corporate Policy and Legislation Policy with the Ontario Ministry of Health, Canada. Her work at the Ministry of Health included leading the Secretariat of the Deputy Minister’s and Minister’s Policy Committees and advancing policy and legislation on a range of issues including drug benefit reform, out-of-country health insurance reform, international children’s rights to healthcare, and the privacy of personal health information. For the last two decades Siobhan held a number of leadership roles in the pharmaceutical industry in Canada and the United States in public policy, professional affairs & advocacy, product marketing, and as SVP of The Merck Company Foundation. While at Merck she led Merck’s Transparency Initiative, the disclosure of company grants to third parties, in response to a request from U.S. Congress. She’s won numerous company and stakeholder awards for her work advancing public private partnerships towards enhancing access to healthcare. 

Siobhan resides in New York City. She is a citizen of Canada, the United States, and Ireland.
